locked channels

Hello, I just joined the site and have a problem with "no channels" 3 scrambled ones. when it scans it says locked!

new setup and have tried the ftalabs guide, clean/update.Used these files
SV360 Premier_V0119P clen Syst files 06-02-08
SV360 Premier V0149P Charlie & Beverly A/R update Fixed 09-08-08
sonicview sv-360 permier
